V713 Cep has two previous outbursts recorded - 1984 Aug 30 & 1989 Oct 30 (IBVS 5461).  The August 2009 outburst was detected on a Bradford Robotic Telescope image taken on Aug 28.135UT at 16.96C (previous image taken on Aug 25.126 UT had V713 Cep at minimum at 18.78C).  The outburst peaked at visual magnitude 15.0 on Aug 28.916.

 

V713 Cep is an eclipsing UGSU star with a known P_orb of 0.085853d, and an eclipse amplitude of ~2 magnitudes.  See here for more details.
